COURSE SUMMARY

INTRODUCTION

This course aims to provide participants with an overview understanding of offshore facilities decommissioning around the world. Decommissioning is an eventual activity that all oil operators have to undertake at the end of the facility’s lifespan and Malaysia has special provisions for Decommissioning & Abandonment in its field management. This course will focus on the laws, regulations, standards and decommissioning alternatives which are available worldwide. It will also discuss the environmental and waste hazards associated with such activities and how proper mechanisms should be in place to reduce the impact of decommissioning to the community and country.

  • Decommissioning alternatives, requirements, and drivers (reuse, reefing, repurpose, scrapping, etc.).
  • Liability issues and management.
  • Waste and HSE management.

OUR TRAINERS



1. Professor Ir Dr Mohd Shahir Liew

Professor Ir Dr Mohd Shahir Liew has been practicing in the construction and offshore industry for 23 years, he is now the Deputy Vice Chancellor Research and Innovation (DVCRI) at Universiti Teknologi PETRONAS (UTP), Malaysia in charge of the business development portfolio and catalyzing the research ecosystem for accelerated growth. He is a reviewer in many conferences and journals. He authored more than 350 refereed articles. He has more than 1,268 citations with 16 h-index as well as 31 i10-index.  

Professor Shahir aspires for a better tomorrow in Malaysia through the approach of sustained growth in niche capabilities and high-end knowledge areas. He believes that these are crucial for the country to reach developed nation status and strongly advocates for the scientific and engineering community to always add cutting edge dimensions to their set of capabilities and competencies. 

Professor Shahir throughout his career has spearheaded several strategic initiatives in the area of competency development including being one of the pioneering groups in Malaysia to develop wind engineering competencies and was the Chairman of the National Standards MS1553 Wind Code in 1999. In this time in the Malaysian Oil and Gas Services Council (MOGSC), he has served as the Chairman of the Competency and Training Working Group identifying critical industry gaps in the oil and gas industry. His continued service as the Honourary Secretary has also seen his leading participation in the Human Resources Development Fund (HRDF) for the National Occupational Skill Standard (NOSS) and Sectorial Training Committee (STC-17). He is also the current Fellow of the Energy Institute Malaysia and is closely overlooking the development of niche professional accreditation tracks in Malaysia for engineers in the energy sector.  

Prof Ir Dr Shahir Liew graduated from Texas Tech University with a B.Sc in Civil Engineering and Ph.D in Structural Dynamics. He is a Professional Engineer with the State of Texas and an Asean Engineer. In 2016, he became a Fellow Chartered Engineer (UK). After spending 23 years in the industry as consulting professional engineer in the USA and Asian countries, he joined UTP in 2009 as an Associate Professor. He has been the Head of Offshore Engineering Center since 2011, winning approximately RM8.5m research grants. He is currently active in engaging the industries, including Production Sharing Contractors and Tier 2 oil and gas companies. He has held several exco positions, nationally and internationally, with the NGOs and is instrumental in developing young engineers and researchers. He is committed to ensure the relevance of research and its application for the benefit of the industry and society as a whole.


2. Associate Professor Dr Noor Amila Wan Abdullah Zawawi 

AP Dr Noor Amila is currently the Director of the Institute of Sustainable Building (ISB) at Universiti Teknologi PETRONAS (UTP). She is currently leading research on decommissioning of offshore platform at the Offshore Engineering Centre, UTP, and under the ISB, she is focusing on construction management and sustainability, i.e. low carbon and green building initiatives at the Center for Urban Resources (CUReS). She provides numerous training on decommissioning to the industry in Malaysia, South Korea and Netherlands, working closely with various industry/university. She works with non-profit organisations and NGOs i.e. Malaysia Structural Steel Association (MSSA) and MOGSC. Since 2015, she has been appointed as Chairperson for Rigs.volution Working Group in MSSA (a joint initiative between UTP - MSSA – CIDB), and Council Member for MSSA since 2017. She is active in SPE Decommissioning events. She is listed in the National Industry Expert Directory as a Panel member for the National Occupational Skills Standard (NOSS) for Oil & Gas, by the Department of Skills Development, Ministry of Human Resources Malaysia. Dr Amila has published over 70 articles on her research findings, and passionately championed development of local capability in decommissioning. She has been invited as speakers on decommissioning at local and international engagements since 2013.




3. Dr Ir Lim Eu Shawn

Dr Ir Lim Eu Shawn currently serving as Head of Offshore Engineering Centre UTP, overseeing business development, consulting, technology delivery and training. 8 years serving in UTP as lead engineer to oversee bidding, planning, execution and delivery of consultancy and technology projects.Experience in training and consultancy services. Dr. Ir. Lim Eu Shawn academic qualification is Degree in Civil Engineering and PhD in Civil Engineering (Offshore Facilities) by Universiti Teknologi PETRONAS. Area of expertise included in Offshore Facilities / Structures Engineering, Structural Health Monitoring, Seismic Engineering, Structural Asset Integrity, Meterological and Oceanographic Engineering and Structural Dynamics.Dr. Ir. Lim Eu Shawn professional certifications in Professional Engineer (Malaysia), Chartered Engineer (UK) by Energy Institute, Human Resources Development Fund Certified Trainer, Technical Committee ISO Malaysian Standards for Offshore Structures and Malaysian Structural Steel Association (MSSA) Council Member.
